In accordance with Section 19850 of the State of California’s Health and Safety Code, please submit the required authorization form to the Planning and Community Services Department to receive copies of plans.
The City Council adopted the 5th Cycle Housing Element for 2014-2021 on June 14, 2021. The State Department of Housing and Community Development (HCD) certified the 5th Cycle Housing Element as being in compliance on July 7, 2021. Links to the document and supporting materials are provided below:

The City of Rolling Hills began the process of updating its 2021-2029 Housing Element to cover the next eight-year planning period (known as the “6th Cycle”). The City submitted a Draft Element to the State Department of Housing and Community Development (HCD) on January 11, 2022. On April 11, 2022, HCD provided the City with comments on necessary changes to bring the Housing Element into compliance with State law. The City revised the Housing Element to address HCD's comments and the revisions were considered by the Planning Commission and City Council on May 17 and May 23, 2022, respectively. The City Council directed staff to send the draft Housing Element to HCD for a second round of review. In the meantime, the City is preparing the corresponding environmental document pursuant to the California Environmental Quality Act (CEQA) Guidelines. Adoption of the Housing Element and environmental document is expected in late summer or early fall.

Safety Element Update - 2022
The City of Rolling Hills began the process of updating the Safety Element in mid-2020 after being awarded funding from Cal-OES. The update will address a variety of natural and human-related hazards, and contains goals and policies aimed at reducing risks associated with these hazards. The Draft Safety Element was sent for review to the California Board of Forestry and Fire Protection who did not have any recommendations. In addition to the Safety Element, a Negative Declaration has been prepared pursuant to the California Environmental Quality Act (CEQA) Guidelines, which covers updates to the Housing Element and Safety Element. The Safety Element and Negative Declaration were adopted by the City Council on March 28, 2022.
